How to make a 50s dress without a sewing machine?

I want to make a 50s tight at the waist dress, that flares out from the waist and fits tight above the waist. However i do not have a sewing machine and preferably without a pattern. Thanks. Most appreciated.

You can certainly sew a dress by hand -- but why would you want to handicap yourself so badly by not using a pattern? Fifties dresses were all about fit and detail, neither of which are you likely to manage without a pattern.

This is not too hard to see once you realize you are speaking about 2800 visas for EB2 India, and that means 700 per quarter or about 250-300 primary beneficiaries.
